In compliance with the assignment of the Head of State, the section that provides the implementation of a pilot project for the demolition of emergency housing in Astana is included in the “Providing an Affordable Housing-2020” Program that approved by the Government of the Republic of Kazakhstan dated on June 21, 2012, No. 821.
Within the framework of the “Affordable Housing-2020” Program, Akimat of Astana city created an authorized organization LLP “Elorda Damu” with 100% participation of the local executive body.
In connection with the reform of the “Affordable Housing – 2020” Program, the implementation of the pilot project was conducted within the framework of the Program for the Regions Development until 2020.
As of today, the implementation of the pilot project is conducted under the “Nurly Jer” Housing Construction Program which approved by the Decree of the Government of the Republic of Kazakhstan dated December 31, 2016, No. 922.
The program was developed in compliance with the assignment of the Head of State presented at the expanded meeting of the Government of the Republic of Kazakhstan on September 9, 2016, and aimed at developing new approaches to stimulate housing construction, to improve the affordability of housing for the general population and integrate housing issues from existing programs into it.
The program defines a mechanism for the implementation of the pilot project for the demolition of emergency housing in Astana, which provides comprehensive reconstruction of the “old” quarters of the Astana city, the organization of new housing construction and the sale of vacant areas of residential and non-residential premises in the real estate market with a view to reinvesting the Project and repaying borrowed funds.
The mecahnism of cooperation is defined by the Program and contains the following.
The LLP "Elorda Damu" conducts the design and construction of residential complexes on the land plots allocated by the Akimat. Part of housing and non-residential premises is transferred free of charge to communal property for further distribution among owners of emergency housing. Concerned divisions of Akimat provide construction of engineering networks and refurbishment, as well as conducts resettlement and demolition of emergency housing. The remaining part of the real estate will be sold by the LLP "Elorda Damu" on the free market, while the received funds are reinvested for new construction.
Within the framework of the pilot project of the LLP "Elorda Damu", the housing were put into operation with an area of 544 thousand square meters or 7, 233 apartments in total. For the resettlement of citizens from the emergency houses, 3074 apartments with an area of 155 thousand square meters were referred to the communal property.
In 2017 the LLP "Elorda Damu" plans to put into operation 126 thousand square meters of housing or 1605 apartments, of which 104 thousand square meters or 1265 apartments have already been put into operation. Out of the total volume of housing commissioning, the third part of housing will be referred to relocate the owners of the emergency housing. 257 apartments of emergency housing with a total area of 12.7 thousand square meters have already been referred to communal property, and the remaining real estate will be sold on the free market.
To date, the housing facilities of 56 thousand square meters or 644 apartments are under construction, and some of them are planned to be commissioned in 2018. The fulfillment of the plan for the current year will allow to complete the implementation of the pilot paroject's first stage with the following indicators:
- the total amount of commissioned housing will be 556 thousand square meters;
- the number of residential and non-residential premises which are referred to municipal property for the emergency houses owners relocation will amount to 3,519;
- the amount allocated for the pilot project reinvestment will be 48 billion TENGE.
To continue the implementation of the pilot project, in 2018-2021 the LLP "Elorda Damu" has developed projects for the construction of 302 thousand square meters of housing or 4285 apartments.
